NICE, France (Reuters) - Pregnant Hollywood actress Angelina Jolie is doing well in a French Riviera hospital and is expected to give birth to twins in "the coming weeks", her doctor said on Wednesday.

Doctor Michel Sussmann gave few details away during a brief news conference, declining to reveal the sex of the expected babies or give a clear indication of the likely birth date.

"What she needs now is simple surveillance by monitoring to ensure the good health of her babies in the weeks to come," Sussmann told reporters at the Lenval hospital in the southern French city of Nice.

Jolie, 33, arrived at the hospital on Sunday by helicopter and has a suite of rooms reserved for her and her partner Brad Pitt, which have been sealed off by bodyguards.

"Mrs Angelina Jolie and ... Mr Brad Pitt, told me to let you know that she is doing just fine at the moment," Sussmann said.

"She is a patient like any other ... very simple and for whom I have a great deal of respect," he added.

Jolie and Pitt, 44, already have four children, three of them adopted and the fourth, Shiloh, their biological daughter born in Namibia in 2006.

All bets are off now as Google's search ad partnership with Yahoo is being formally scrutinized by the Justice Department, according to an article in today's Washington Post. While Google and Yahoo had agreed to forestall the deal until the DOJ finished a voluntary review, the formal investigation is a red flag that signals serious antitrust concerns on the part of the DOJ. Here's what one expert quoted in the article says:

"It doesn't mean they have drawn any conclusions," said Peter Guryan, a partner with Fried Frank and formerly an antitrust lawyer in the Justice Department. But "it is a significant step beyond a request for voluntary information," he said. "It demonstrates that the DOJ clearly has questions."

The deal, announced on June 12, would give Google the ability to place search ads alongside Yahoo search results. While Google maintains that such a capability is good for consumers and advertisers because it provides more targeted advertising along with search results, and it would likely infuse Yahoo with an annual $800 million in much needed cash, critics say the deal only weakens Yahoo and strengthens Google's monopoly on search advertising.

Whatever the outcome, Microsoft, the No. 3 player in search whose purchase of Yahoo was recently rebuffed, must be smiling--at least for now. In fact, the Wall St. Journal reported today that Microsoft is renewing its search for partners--including big media names like News Corp. and Time Warner--to help in its Yahoo takeover bid. So far, no takers, but the deal is anything but dead.

MANILA, Philippines—The Sandiganbayan Monday issued an arrest warrant for former Justice Secretary Hernando Perez and his wife in connection with the $2-million extortion complaint lodged by former Manila Rep. Mark Jimenez.

Perez was not immediately available for comment. Phone calls and text messages from the Philippine Daily Inquirer went unanswered. Perez was not in his office either at the University of Batangas in Batangas City, where he is president.

Hours earlier, Perez and his wife filed an urgent manifestation asking the Supreme Court to order the Sandiganbayan to defer issuing and serving any warrants against them until the high tribunal rules on their petition to reverse the Ombudsman's recommendation they be prosecuted.

The extortion complaint stemmed from the $470 million build-rehabilitate-operate-transfer contract covering the Caliraya-Botocan-Kalayaan hydroelectric plant in Laguna that was signed in 1998 between the National Power Corp. and the Argentina-based Industrias Metalurgicas Pescarmona Sociedad Anonima (IMPSA).

Charges were subsequently aired that former President Joseph Estrada had been offered $14 million to approve the contract. After Estrada was ousted in 2001, Perez allegedly went to Jimenez demanding $2 million. In exchange, Jimenez would not be forced to reveal the people involved in the alleged bribery scandal against Estrada.

Estrada has denied any wrongdoing, claiming the IMPSA contract was finalized four days after he was ousted during Edsa II which installed President Gloria Macapagal-Arroyo. This was after Perez as justice secretary issued the required opinion declaring that the deal was aboveboard.

Jimenez later withdrew his accusation against Perez, saying he had forgiven him.

Bail set at P30,000 each

The First Division, chaired by Justice Diosdado Peralta, issued the warrant for the arrest of Perez, his wife Rosario and brother-in-law Ramon Arceo Monday afternoon, and set bail at P30,000 each.

A case against the three for violation of Section 3-B of the Anti-Graft and Corrupt Practices Act is pending in the First Division – one of the four cases they're facing before the Sandiganbayan.

"To avoid arrest, they can come here and post bail," Manuel Torio, supervising judicial staff officer of the Sandiganbayan's security and sheriff service, said in an interview.

The warrant will be circulated among the Central Police District, National Bureau of Investigation, Criminal Investigation and Detection Group, and the National Capital Regional Police Office on Tuesday, he said.

The Perez couple's address is listed as 30 Bonifacio Street, Old Balara, Quezon City, while Arceo's is 3 Dao Street, Valle Verde Subdivision, Pasig City.

SYDNEY – An earthquake with a magnitude of 6.4 rocked the Loyalty Islands region of the South Pacific on Tuesday, the US Geological Survey said.

The quake, centered 86 kilometers (55 miles) southwest of Vanuatu and 177 kilometers northeast of the Loyalty Islands in the French territory of New Caledonia, struck at 1833 GMT at a depth of three kilometers, it said.

The Pacific Tsunami Warning Center said there was no threat of a tsunami and there were no immediate reports of damage.

But it added that "earthquakes of this size sometimes generate local tsunamis that can be destructive along coasts located within a hundred kilometers of the earthquake epicenter".

A second quake, of magnitude 6.0, struck in the area at 2026 GMT at a depth of 10 kilometers. There was no immediate tsunami warning after that quake.

An 8.0-magnitude earthquake in the nearby Solomon Islands in April 2007 triggered a tsunami that killed more than 50 people and displaced thousands.

NPAs strike in Abra, kill 7 soldiers

BANGUED, ABRA—At least seven soldiers were killed while three others were wounded in a gun battle with communist New People’s Army rebels in Boliney town on Wednesday.

The attack prompted the police to delay the transfer of ballot boxes in Boliney to the capital town of Bangued for the provincial canvassing.

Marinette Reyes, a nurse at the Abra Provincial Hospital where the victims were taken, said six soldiers died in the fighting. The seventh fatality was taken to a funeral parlor here.

One of those killed was 2nd Lt. Mark Evan Onrubia, one of the unit leaders of the 41st Infantry Battalion and graduate of the Philippine Military Academy. His body was taken to the Funeraria Baquiran here.

Second Lt. Federico Morales, an officer stationed at an Army base here, said the three wounded soldiers were taken to Metro Manila for treatment. Morales declined to identify the casualties.

Reports gathered by the Inquirer indicated that at least 40 rebels ambushed Onrubia’s unit in Boliney at around 5:45 a.m.

On Sunday, soldiers engaged NPA rebels in another village of Boliney. No casualties were reported.

In a television interview on Wednesday, Lt. Col. Ernesto Torres Jr., Army spokesperson, said the rebels intended to snatch ballot boxes from Barangay Bao-yan in Boliney.

The soldiers were “clearing the road from armed threats when the incident happened,” he said.

Chief Supt. Raul Gonzales, Cordillera police director, said the ballot boxes in Boliney were kept in the municipal hall and would be transferred to Bangued as soon as the area was secured.

IMF managing director Dominique Strauss-Kahn added that the problem could also create trade imbalances that would impact major advanced economies, “so it is not only a humanitarian question.”

With governments in Haiti, Egypt and Bangladesh already facing social unrest because of rising food prices and shortages, Strauss-Kahn said Saturday that if the price spike continued, “thousands, hundreds of thousands of people will be starving. Children will be suffering from malnutrition, with consequences for all their lives.”

Development gains made in the past five or 10 years could be “totally destroyed,” he said, warning that social unrest could even lead to war.

“As we know, learning from the past, those kinds of questions sometimes end in war,” he said.

Thirty-seven countries currently face food crises, according to the Food and Agriculture Organization.

On Saturday, Germany’s development minister, who attended the World Bank’s Sunday meeting, called for greater regulation of the global biofuels market to prevent its expansion driving up food prices.

“It is unacceptable for the export of agrofuels to pose a threat to the supply situation of the very people already living in poverty,” Heidemarie Wieczorek-Zeul said in a statement.

She said the world needed new rules that balance goals, including climate change mitigation, food security and social development.

The development group Oxfam, a frequent IMF critic, said rich countries were largely responsible for the food crisis because they had been cutting aid to developing countries and encouraging biofuel production, which, the IMF said, was responsible for almost half the increase in the demand for food crops.

“Rich countries’ demand for biofuel is driving up food prices and is a big part of the problem,” said Elizabeth Stuart, an Oxfam policy adviser. “Meanwhile, by cutting aid levels, they are doing precious little to be part of the solution.”

Strong impact on poor

Strauss-Kahn spoke at a news conference here after a daylong meeting of the steering committee of the 185-nation IMF that dealt with the unfolding global financial crisis that had affected economies around the world.

In its communiqué, the committee noted “that a number of developing countries, especially low-income countries, face a sharp rise in food and energy prices, which have a particularly strong impact on the poorest segments of the population.”

The committee urged the IMF to work closely with its sister institution, the World Bank, and other organizations to provide developing countries with financial support and policy advice to deal with these problems.

The Washington-based IMF and World Bank were established 64 years ago to respectively regulate the global economy and provide aid to poor countries to reduce poverty.

Taxpayers would get checks under economic stimulus plan

WASHINGTON (CNN) -- U.S. taxpayers would get checks of several hundred dollars from the federal government under a plan to stimulate the economy, congressional and Bush administration officials said Thursday.

"Tens of millions Americans will have a check in the mail," House Speaker Nancy Pelosi, D-California, said at a Capitol Hill news conference. "It is there to strengthen the middle class, to create jobs and to turn this economy around."

House Minority Leader John Boehner, R-Ohio, said, "I'm looking for quick action in the House. I hope that the Senate will follow quickly so that we can put this money in the hands of middle-income Americans as soon as possible."

Sources on Capitol Hill and at the Treasury Department said the plan would send checks of $600 to individuals and $1,200 to couples who paid income tax and who filed jointly.

People who did not pay federal income taxes but who had earned income of more than $3,000 would get checks of $300 per individual or $600 per couple.

A Democratic aide and Republican aide said there will be an additional amount per child, which could be in the neighborhood of $300.

Those who earn up to $75,000 individually or up to $150,000 as a couple will be eligible for the payments, said Republican and Democratic sources familiar with the tentative deal. Pelosi said as many as 116 million American families will get a rebate check.

Checks could be in taxpayer mailboxes by June, according to an Associated Press report.

Summary and Lessons for Philippine Corruption Cases

Citing lessons from a number of large-scale corruption cases from the mothballed nuclear power plant in Bataan province to the national broadband network (NBN) scandal, the World Bank has called for tough reforms in the budget system to plug governance loopholes in the Philippines.

A country report prepared for the Philippine Development Forum (PDF) proposes abolishing “poorly controlled” special purpose funds, reforming the civil service system amid perceived vulnerability to political patronage and low compensation, and deepening of reforms on state procurement either during the sale of public assets or awarding contracts, among others.

The World Bank also laments in the report a “dramatic” slowdown in the government’s crackdown on big tax evaders in the last quarter of 2007 as opposed to 2006, when tax revenues were at an all-time high as the strategy of filing tax evasion cases under the Run After Tax Evaders (RATE) drive led to an unprecedented increase in personal and corporate income taxes.

The World Bank report, titled “Accelerating Inclusive Growth and Deepening Fiscal Stability,” a copy of which was obtained by the Philippine Daily Inquirer, lists various grand corruption cases in the Philippines in which no senior government official or private-sector perpetrator had been convicted. (See table on this page.)

“While proving a corruption charge is technically difficult and may take time even in a successful case, there is a perception of impunity in the Philippines, in spite of the recent conviction of former President [Joseph Estrada] on a plunder charge,” the report says.

Without credible enforcement, corruption will continue to be encouraged in the Philippines, the World Bank warns.

“The issue of governance in the Philippines presents an interesting paradox,” it says. “In spite of a strong civil society presence, an open media, and highly capable individuals working in public administration, most governance indicators in the Philippines have fallen substantially over the last decade and are also lower than the average for middle income East Asian economies.”

Special purpose funds

The World Bank presents in the report arguments why the government must stop the proliferation of poorly controlled Special Purpose Funds (SPFs):

• There is no clear legal basis for the creation of some SPFs, or for their inclusion in the general budget. Some are created by legislation, others by executive order. Initially the SPFs were meant to highlight some key expenditure priority items for Congress, control some expenditure items in the budget and allow for contingencies, but over the years this clarity has been eroded. The fluid way with which some of these funds are created weakens the ability of the government to have a simple unified and transparent budget.

• SPFs are not broken down by programs/activities/projects, making them difficult to trace and account for. They offer tempting opportunities to officials to use their discretion in misusing these resources.

• Extensive reallocations of the approved budget between line agencies and SPFs during the year add to the difficulty of matching budget allocations with budget execution.

• SPFs aggravate the problem of deviations from the budget. Deviations between expenditure outcomes and approved spending in SPFs occasionally reach a variance of more than 20 percent.

“The elimination of SPFs will improve the credibility of the budget, improve transparency in budgeting and ensure that there is stability and predictability in the policymaking process,” the report says.

Such a reform, the bank stresses, would have a considerable impact on the perception of transparency in budgeting.

Public procurement

Public procurement is cited in the report as a big business in the Philippines (accounting for more than 16 percent of government expenditure and about 2.8 percent of domestic output), but likewise is considered as the government activity most vulnerable to corruption.

Many Filipinos believe that a significant portion of grand corruption and political corruption occurs during procurement, either during the sale of public assets or simply the process of awarding contracts, the report says.

Grand corruption involves theft of large sums by top politicians or other officials, while political corruption, also called “clientelism” or “state capture,” is defined as the misuse of state power by officials to shape the rules of the game for their own benefit and the benefit of those who pay them.

According to the Philippine Daily Inquirer of August 26, only one month after Fr. Panlilio assumed his gubernatorial duties, the province's income from the quarrying of volcanic ash from Mount Pinatubo had reached P29.4 million. (Haulers pay a fee of P300 per truck of volcanic ash that they haul from the quarry.) By contrast, during his predecessor Mark Lapid's term as governor, the province's income from the same quarrying operations amounted to only P29 million a year.

This gaping variation in official incomes from the same activity should inspire a new set of textbooks in Arithmetic, especially for the school children of Pampanga. There is nothing like local color and local situations to cultivate comprehension in young minds.

Sample problems: If Fr. Ed's provincial government can collect P29.4 million in 26 days we assume no quarrying on Sundays), how much does it collect in one day?

Answer: An average of P1.130 million.

Volcanic ash, by the way, is a superior building material. Many of the buildings, aqueducts & monuments of the Roman Empire that have survived for almost 2,000 years are known to have been built w/ volcanic ash, quarried from the environs of Mount Vesuvius after it erupted in 79 AD.

We don't expect Fr.Ed's moral victory in Pampanga to be remembered for the next 2,000yrs. We would be happy with five, ten or 20 years, enough, we hope, to spawn a moral-revolution-by-example to save the Filipinos from their worst enemies - themselves.

Breaking News: Trillanes, Lim arrested; Makati standoff ends

MANILA, Philippines -- Senator Antonio Trillanes IV and Brigadier General Danilo Lim, have been arrested.

Former vice president Teofisto Guinogona joined the two inside the Philippine National Police bus.

The arrests on Lim and Trillanes were effected shortly after they declared that they were leaving the hotel where they held a six-hour siege to demand the resignation of President Gloria Macapagal-Arroyo.

Trillanes and his group decided to end the standoff after government troops threw teargas at the hotel lobby and an armored personnel carrier rammed the entrance.

"We're going out for the sake of the safety of everybody, for your sake because we cannot live with our conscience if some of you get hurt or get killed in the crossfire," said Trillanes, addressing the media.

"If there's a loser here it's the Filipino nation because she's [Arroyo] still there," he added, noting that he was ready to face the consequences of his action.

Brigadier General Danilo Lim, who was with Trillanes, said this was not the end, calling the incident an “unfinished business.”

Broadway star Robert Goulet, 73, dies of lung disease

Robert Goulet, who galloped onto Broadway as a golden-voiced and impossibly handsome Sir Lancelot and later poked good-natured fun at his matinee-idol image, died Monday in Los Angeles of a rare lung disease. He was 73.

He had been hospitalized since Sept. 30, when he was diagnosed with interstitial pulmonary fibrosis, a rare but rapidly progressive and fatal condition.

Doctors determined Oct. 12 that he needed a lung transplant to survive and he was transferred from a hospital in Las Vegas to Cedars-Sinai in Los Angeles.

He had been sedated and breathing with a respirator during the frustrating search for a donor lung.

During a career that stretched for almost a half century, Goulet won a Tony, an Emmy and a Grammy — although the Tony was not for his most famous role, Lancelot in the 1960 production of “Camelot,” but for “The Happy Time” in 1968.

The Grammy was for best new artist of 1962, when he was launching a record career that never quite matched his success at live performance.

Web site Forbes.com (www.forbes.com) said on Tuesday that Elvis Presley regained the top spot on its list of the highest-earning dead celebrities, ousting Nirvana frontman Kurt Cobain who had beaten him last year.

Elvis shimmied his way back atop the seventh annual list of 13 top-earning legends that he had ruled since its inception, with estimated earnings of about $49 million in the year ending this month.

The rise from $42 million last year comes after CKX Entertainment, which bought part of his estate from daughter Lisa Marie Presley, embarked on a mission to renew interest in the late singer and actor.

Forbes.com said in a statement that the top 13 -- who generated massive amounts of merchandising revenue -- grossed a combined $232 million in the year.

In second place came Beatle John Lennon, who was murdered in New York in 1980 at the age of 40. He earned $44 million while the creator of Peanuts comic strip, Charles M. Schulz, took the third slot with earnings of $35 million.

Cobain was one of four who fell off this year's ranking. He debuted on the list in first place last year after his widow, Courtney Love, sold part of his song catalog for a reported $50 million.

Rounding out the top five on this year's list were George Harrison from the Beatles, who died in 2001, with $22 million, and German-born physicist Albert Einstein with $18 million.

Einstein has become a key trademark in child education due to the Disney-owned Baby Einstein brand of videos and toys.

Estrada backs away from Arroyo-quit call

MANILA, Philippines -- Former President Joseph Estrada Sunday distanced himself from fresh calls for the resignation of President Gloria Macapagal-Arroyo sparked by the pardon she had granted the disgraced leader convicted of plunder.

“It’s the people -- the poor sector which is the largest part of our society who should choose and decide who they want to run or replace the government, not the few elitists and the churchmen,” Estrada told the Philippine Daily Inquirer, parent company of INQUIRER.net, by phone.

On Friday, the ousted leader was given a new lease on life and walked out of his sprawling Tanay, Rizal, vacation house, where he had spent most of the six years he had been under house arrest, a free man after accepting executive clemency.

The pardon, which both the Estrada and Arroyo camps cited as a step toward national reconciliation, has triggered calls among civil society groups and political and church leaders for the removal of the President and the setting up of a junta to be headed by Supreme Court Chief Justice Reynato Puno.

A Puno-led transition government also does not appeal to Estrada, who said that the nation would only tumble into the same pitfalls of the military-backed uprising in 2001 that “unconstitutionally” removed him from power.

Estrada noted that it was Puno who “invented” his constructive resignation, an act that violated his constitutional rights as the then President.

“Haven’t they learned from their mistakes during the Edsa Dos? Our country has gone from bad to worse [since then]. I don’t believe that these elitists and church leaders should decide the fate of our country. It’s the majority who should have a say now,” he stressed, strongly indicating his aversion to another people power.

No deal

But he reiterated that there were no strings attached or an agreement forged between him and the administration in his acceptance of executive clemency.

“There was no deal. I thanked her last Friday because it is the right thing to do as our Filipino values dictate,” he explained.

Speaking like the true “father of the masses” his supporters hold him up to be, Estrada pointed out that the elite should never dictate to the poor Filipinos who have been helping sustain the government through their dollar remittances from abroad.

‘Hello Garci’

Estrada himself had called for the resignation of Ms Arroyo at the height of last year’s “Hello Garci” controversy which suggested that she rigged the 2004 presidential elections. She has denied any wrongdoing.

Like former President Corazon Aquino, Estrada had clamored for a transition government to replace the Arroyo administration and establish a system of governance designed for systematic changes and radical reforms to ensure lasting solutions to poverty and corruption that have tormented the nation.

He had even expressed a willingness to lead the transition government while it was looking for a permanent replacement.

TANAY, Rizal -- With his bags packed, convicted president Joseph Estrada is just about ready go home this Friday, his media officers said, a day after President Gloria Macapagal-Arroyo granted him executive clemency.

Estrada is expected to emerge from his resort house, which served as his prison for over six years, in this town east of Manila at around 1 p.m., and will lead a convoy to his hometown San Juan, where he is due to deliver a speech at city hall.

Interior Secretary Ronaldo Puno, who mediated for the government, is expected to deliver the order anytime this morning, Estrada media liaison Ferdie Ramos said.

"He will accept it [pardon]," Ramos said in a phone interview.

After Estrada accepts the pardon order, it will be brought to the Sandiganbayan anti-graft in Quezon City, court sheriff Ed Urieta said in a separate phone interview.

Upon receiving the papers, the court will issue a release order, which will be served back to Estrada in Tanay for his release.

The anti-graft court convicted Estrada of plunder in a landmark decision last September 12. Over a month later, on Thursday, Arroyo granted Estrada pardon.

Arroyo rose to power in January 2001 after a popular revolt ousted Estrada on corruption allegations that later spawned the plunder case.

Estrada got up at around 4 a.m. And checked his bags before having coffee, media liaison Angel Gonong said.

"He packed some personal effects," Gonong told reporters.

At 11 a.m., Estrada is set to attend a thanksgiving mass inside the estate while waiting for the release order.

Arroyo pardons Estrada

MANILA, Philippines -- Joseph Estrada will be a free man on Friday after President Gloria Macapagal-Arroyo Thursday granted a pardon to her disgraced predecessor, saving the convicted plunderer from life imprisonment in the national penitentiary.

Critics said Ms Arroyo rushed through the executive clemency just six weeks after Estrada’s conviction to curry favor with the opposition and to deflect mounting charges of corruption within her own administration.

“I hereby grant executive clemency to Joseph Ejercito Estrada,” acting Executive Secretary Ignacio Bunye said on television at 5:39 p.m. Thursday, quoting from Ms Arroyo’s order. “He is hereby restored to his civil and political rights.”

Bunye, who is also the press secretary and presidential spokesperson, said the pardon would take effect upon Estrada’s acceptance of it.

“I am glad that, finally, I will be of more help to our country. It’s about time to think of ways to help our poor fellow Filipinos,” an elated Estrada said upon learning of the Palace announcement.

In a statement, former President Corazon Aquino said she was “happy” for Estrada and his family. “I pray that as a free man … [he] will harness the lessons he has learned from the sufferings he has endured and continue to serve our less fortunate brothers and sisters.”

Reading Ms Arroyo’s order, Bunye cited three reasons for the grant of a presidential pardon.

Now that she's out of rehab, Lindsay Lohan says she's going to keep away from the L.A. club scene and ditch old pals who might drag her back into bad habits.

"The biggest thing is not being in L.A. and staying away from the nightlife," the 21-year-old actress said. Portions of the interview were posted on the magazine's Web site today.

The "Georgia Rule" starlet entered the Cirque Lodge rehab center in Utah back in August after being busted for drunken driving and cocaine possession. She left the facility on Friday, but may return for some outpatient treatment.

"I hit rock bottom," she told OK! magazine. "Everything in my life came to a point where I had to make a decision."

Lohan is set to begin filming "Dare to Love Me" in Los Angeles on Oct. 15, but after that she won't be sticking around the City of Angels.

"I plan on returning to Utah so I can stay focused and avoid other distractions," she told OK!.

Those distractions include so-called friends who are more interested in partying than in her well-being, she told In Touch.

The Philippines’ national treasure Manny Pacquiao, cheered on by his flag-waving countrymen who packed the Mandalay Bay Resort Hotel and Casino in Las Vegas, Sunday, score a handsome unanimous twelve round decision over legendary Mexican Marco Antonio Barrera to effectively send the future Hall-of-Famer into retirement.

Judges Jerry Roth and Glenn Trowbridge had Pacquiao winner by a wide 118-109 margin but the third judge, Tom Schreck surprisingly saw it much closer but still had Pacquiao the winner 115-112.

Barrera’s game-plan was clearly put into survival mode from the opening bell and Pacquiao didn’t seem overeager to repeat the humiliating eleventh round demolition he inflicted on Barrera on November 15, 2003. There were those who believed that because he had to reduce three-and-a-half pounds to make the 130 pound limit at the official weigh-in, Pacquiao appeared to have lost some sting in his vaunted punching power.

However, the Filipino southpaw staggered Barrera with a cracking left in the eleventh round after which Barrera clinched and then hit Pacquiao in the break forcing referee Tony Weeks who had earlier cautioned the Mexican for head-butts and a low blow to deduct a point which turned the penultimate round into a 10-8 round for Pacquiao.

Despite Pacquiao’s speed, strength and aggression which was a little bit subdued compared to his trilogy with another Mexican legend Erik “El Terrible” Morales, he failed to overwhelm Barrera who boxed cautiously throughout content to go out with some deal of respect by staying on his feet at the end of the fight.

To the producers of "Desperate Housewives" and ABC:

We are writing to express concern and hurt about a racially-discriminatory comment made in an episode of Desperate Housewives on 9/30/07. In a scene in which Susan was told by her gynecologist that she might be hitting menopause, she replied, "Can I just check those diplomas because I just want to make sure that they are not from some med school in the Philippines."

As members and allies of the Filipino American community, we are writing to inform you that this type of derogatory remark was discriminatory and hurtful, and such a comment was not necessary to maintain any humor in the show. Additionally, a statement that devalues Filipinos in healthcare is extremely unfounded, considering the overwhelming presence of Filipinos and Filipino Americans in the medical field. Filipinos are the second largest immigrant population in the United States, with many entering the U.S. (and successfully passing their U.S. licensing boards!) as doctors, nurses, and medical technicians. In fact, the Philippines produces more U.S. nurses than any other country in the world. So, to belittle the education, experience, or value of Filipino Americans in health care is extremely disrespectful and plain and simply ignorant. Many of the hospitals in major metropolitan areas of the U.S. (and the world) would not be able to operate without its Filipino and Filipino American staff members.

As Filipino Americans and allies, we band together to ensure that this type of hateful message should not be allowed to continue on our television and radio airwaves. Given the recent amounts of media attention that has been given to Michael Richards (against African Americans), Isaiah Washington (against gays), and Rosie O'Donnell (against Asian/ Chinese Americans), it is ridiculous that this type of hateful speech made it through various screenwriters, the show's producers, the show's actors, and ABC itself.

We demand a public apology to the Filipino American community, and we demand the episode be edited to remove the ignorant and racist remark. We will not allow hateful messages against our community (or any other oppressed community) to continue.

Sitting at a computer for long periods of time, can take a toll on your body. By not sitting in the correct positions, it is easy to end up with back pains, knees pains, and a tingling of the hands and fingers. This could easily turn into Carpal Tunnel Syndrome. At times, this pain becomes so severe and painful that surgery is the only option.

Steps

Push your hips as far back as they can go in the chair. Adjust the seat height so that your feet are flat on the floor and your knees equal to, or slightly lower than, your hips. Adjust the back of the chair to a 100°-110° reclined angle. Make sure that your upper and lower back are supported. If necessary, use inflatable cushions or small pillows. When your chair has an active back mechanism use it to make frequent position changes. Adjust the armrests so that your shoulders are relaxed, and remove them completely if you find that they are in your way.
Sit close to your keyboard and position it so that it is directly in front of your body. Make sure that the keys are centered with your body.
Adjust the keyboard height so that your shoulders are relaxed, your elbows are in a slightly open position, and your wrists and hands are straight.
Understand that the tilt of your keyboard depends upon your sitting position. Use the keyboard tray mechanism, or keyboard feet, to adjust the tilt. If you sit in a forward or upright position, try tilting your keyboard away from you, but if you are slightly reclined, then a slight forward tilt will help to maintain a straight wrist position.
Use wrist rests to help maintain neutral postures and pad hard surfaces.

The wrist rest should only be used to rest the palms of the hands between keystrokes and not while typing. Place the pointer as close as possible to the keyboard. Placing it on a slightly inclined surface, or using it on a mouse bridge placed over the 10-keypad, can help to bring it closer. position.
Understand that incorrect positioning of the screen and source documents can result in awkward postures. Adjust the monitor and source documents so that your neck is in a neutral, relaxed position. Center the monitor directly in front of you, above your keyboard.Position the top of the monitor approximately 2-3” above your seated eye level. If you wear bifocals, lower the monitor to a comfortable reading level.
Sit at least an arm's length away from the screen and adjust the distance for your vision. Reduce any glare by carefully positioning the screen, which should be at right angles to the windows. Tips

An articulating keyboard tray can provide optimal positioning of input devices. However, it should accommodate the mouse, enable leg clearance, and have an adjustable height and tilt mechanism. The tray should not push you too far away from other work materials, such as your telephone
If you do not have a fully adjustable keyboard tray, you may need to adjust your workstation height and the height of your chair, or use a seat cushion to get in a comfortable position. Remember to use a footrest if your feet dangle.
Take short 1-2 minute stretch breaks every 20-30 minutes. After each hour of work, take a break or change tasks for at least 5-10 minutes. Always try to get away from your computer during lunch breaks.
Avoid eye fatigue by resting and refocusing your eyes periodically. Look away from the monitor and focus on something in the distance. Rest your eyes by covering them with your palms for 10-15 seconds. Use correct posture when working. Keep moving as much as possible.
Avoid using excessively wide wrist rests, or wrist rests that are higher than the space bar of your keyboard.
Other techniques to reduce glare include use of optical glass glare filters, light filters, or secondary task lights

Warnings

Use good work habits once you have correctly set up your computer workstation. No matter how perfect the environment, prolonged, static postures will inhibit blood circulation and take a toll on your body.
You may get stiff bones if you are sitting in front of a computer too long.

How to Exercise While Sitting at Your Computer

Sitting at the computer all day is not exactly good for the body. If you have to be at a desk all day long, doing some simple things can improve your posture and health.

Steps

Sit properly in a good chair designed for desk work. Your back should be straight, and the top of your monitor should be level with your eyes. If you have to look down or up, you need to adjust the height of your screen. If you keep leaning forward, first get your eyesight checked. After a while you will improve your posture and no longer need this restraint.
Maintain an ergonomic body posture while typing. Be sure your wrists are slightly lower than your elbows. This will help prevent Carpal Tunnel Syndrome. Keep your legs bent at the knees so that the knees are only slightly higher than your hips. Feet should be flat on the floor or on a step stool of some sort.
Stand up every half hour to stretch or walk around a bit.
stretch your calves, and give your eyes a break from focusing on your computer screen. This will also help prevent blood clots from developing in your legs. Blood clots are very common among middle-aged computer users.
Learn to stretch. To stretch your neck, flex your head forward/backward, side to side and look right and left. Never roll your head around your neck. This could cause damage to the joints of the neck.
Roll your wrists regularly (this will help prevent carpal tunnel syndrome if you spend a lot of time typing).
Notice if you tend to hunch in front of the keyboard. To counter that, perform the following exercise: open your arms wide as if you are going to hug someone, rotate your wrists externally (thumbs going up and back) and pull your shoulders back. This stretch is moving your body the opposite way to being hunched and you should feel a good stretch across your upper chest.
Contract your abdominal and gluteal muscles, hold them there for a few seconds, then release. Repeat this for every few minutes all day long while you are working at your desk.
Stretch your arms, legs, neck and torso while sitting. This will help prevent you from feeling stiff.
Take advantage of the downtime created by rebooting or large file downloads to get up and try something more ambitious such as doing a few push-ups, sit-ups, and/or jumping jacks. Beware of your snickering co-workers though.
Acquire a hand gripper. They are cheap, small and light. When you have to read something either on the screen or on paper, you probably won't be using your hands very often so squeeze your gripper. It is an excellent forearm workout.
Acquire an elastic band (also cheap, small and light) and use it to do the actions mentioned in step 8 (i.e., when stretching your arms, do it by pulling apart the elastic band). You will not only stretch but it will also work the muscles slightly.
Take a few deep breaths. If possible, get some fresh air in your lungs.
Invest in a large size stability ball or stability ball style desk chair, and sit on it with back straight and abs firm. The actual stability ball is more effective, however the chair is a more viable option for use in an office environment. Sit, bounce or do basic toning exercises while watching TV or talking on the phone as well. Use the actual ball form in moderation when typing, as this is probably not the most supportive seating to prevent carpal tunnel and tendonitis.
While sitting, lift up your legs on the balls of your feet and set them down. Repeat these until your legs are comfortably tired. Then repeat it again about 10 minutes later. Do this whole routine for about an hour or so. This will exercise your calves.
Have a bottle of water by your side and make a habit of drinking some every half hour. If you do this consistently you will begin to feel more alert and in the long run you will get thinner.

Tips

Set your chair back rest at an angle wider than 90°.
Don't neglect the health of your eyes! It is detrimental to your eyesight to focus at one thing for long periods of time (i.e. your monitor) so take breaks to look out the window and focus at something at a further distance away to maintain good ocular health. Also consider purchasing an LCD screen which is easier on the eyes. If you are at your computer screen for long periods of time, optometrists recommend following the "20-20-20" rule--For every 20 minutes spent focusing on your computer screen, spend 20 seconds focusing on something else 20 feet away.
As long as something is moving, you will be helping to keep yourself in better shape. Constant movement will burn calories and contribute to cardiovascular health. While exercising at your computer is helpful, it is not a substitute for going to the gym or conducting a regular exercise program.
Don't sit still. Fidgeting is a good way to keep moving. Even something like tapping your foot. But don't make too much noise--however you fidget, the repetitive noises may bother other people.
Always have water nearby to drink.
If you're all alone, try shutting off the computer for a bit and exercise. If you're on a cell phone call, get up and do stretches, or leg lifts, anything to keep moving during down time away from the desk.
Try exercises that combine opposing muscle groups (flexors and extensors, e.g., biceps and triceps) to get a good workout. Clasp your hands together with palms facing each other. Pull up with one hand while pushing down with the other.
If you are a runner or jogger, you can sit on the floor and stretch as you use the computer. It will save you time too if you have to do both anyway.
Play music while working to provoke body movement and relieve stress. A smaller instrument will be more convenient.

Warnings

Your body needs more exercise than just what you do at the computer, but following these steps will contribute to a healthy, balanced lifestyle.
Do not sit at your computer for a long time. Take a break every 15 minutes.
Steps 8 and 9; if not done in moderation, may cause you to start sweating, which may not be a pleasant sight or odor in an office environment. Keep in mind you are doing these to prevent stiffness, so save the enthusiasm for the gym.

Pull the right foot over your left thigh so it rests on the crook of your knee. The bottom of your foot should face upwards. You have now achieved half-lotus posture.
Pull your left leg over your right thigh, resting it on the crook of your knee, bottom of foot facing upwards.
Place your hands on your knees or in mudra position (see picture).
Straighten spine.
Relax and breathe.

How to Take Better Travel Photographs

Travel photography is one of the most rewarding hobbies in existence. Not only do you get to show off your photography skills, but you also get to relive your travels every day. So to prove you actually did parasail over Peoria or tango in Tahiti, take photographs.

Steps

Be inconspicuous. Pack as little as possible. Don't carry a camera bag that looks like one. If you're in a dodgy area, put the camera strap over your right shoulder, under your jacket, with the lens facing toward your body. It's a quick flip of your wrist to bring the camera to your eye with your right hand.
Shoot what interests you. If the Taj Mahal is underwhelming but the street vendors are fascinating, shoot the street vendors. You can always get cliche tourist shots at the postcard shop. Be adventurous. Approach locals and ask to photograph them as they go about their business. Most people, in my experience, will agree, and you'll end up with better photos and maybe a good story.
If using a traditional camera, use lots of film! Keep in mind that you will only be there once. If you're on a budget, buy a cheap camera and lots of Fujichrome. If using a digital camera, be sure to bring extra batteries or a battery charger as well as spare memory cards!
Show people, and show them doing something. Carrying bricks, playing stickball in the street, selling fish, having dinner... anything that lets a viewer in on how they live their lives. Don't pose! Let your subjects go about doing their thing rather than stopping them to pose. Occasional portraits in front of spectacular views are great, but more than a few of them are tedious for the subject and your audience.
Learn how to say "May I take your picture please?" in different languages.
If your pictures are not turning out very well, you may want to get closer to the subject. Use your zoom, or better yet your feet, to fill the frame with your subject and eliminate anything that is distracting.
Carry a small notebook and pencil (pencils write in the rain) to jot down the addresses of people to whom you want to send photos.

Tips

Avoid the temptation to zoom in too close to an object, as it may turn out blurry in an digital camera.
The light is best in the hours just after sunrise and just before sunset, and at those times even mundane scenes can look good. Plan some of your landscape and street-scene photography for those hours. Also, bad weather can lead to good photos, so put on the raincoat and go explore.

Warnings

When in another culture, be aware that others may not take kindly to you snapping photographs of them or their surroundings. Be respectful of the customs in the cultures you visit.

Are you having trouble learning Photoshop, or want to learn how to use it at all? Follow the steps in this manual and with a little practice, you'll be on your way to becoming a Photoshop expert.

Steps

Get the program. Either buy the full version in the store or online (for a lot of money). Or, test drive the demo by downloading it at Adobe Downloads (see external links below).
Become familiar with the interface and tools. Find a picture that you want to fiddle with, load it into Photoshop and try editing it with all the different tools and brushes. Experimentation is your best bet if you've never used photo editing software before. If you don't like how something looks, you can always undo it.
Go through as many tutorials as you can. This is the easist way to learn Photoshop. Every tutorial you go through will teach you something new about the program.
Practice practice practice! Without spending time with the program you won't ever discover all the wonderful things you can do with Photoshop!
Enter a competition. When you get a few skills amassed, try a Photoshop contest, like the one at PhotoshopPlanet (see below for link). You don't have to be superb and you often get very helpful critiques. Just do your best and try to be creative; you can always back up and try again. A cheaper hobby (after the initial payment) will be hard to find.

Adobe Photoshop is rather a difficult program for beginners. It is complicated, because it is almost infinitely FLEXIBLE. You can do just about anything to an image that you can imagine with Photoshop. It may be more sensible for you to start with a less-complicated (and free) program like GIMP, PhotoFiltre or Picasa. (Photoshop is a raster program, so don't expect vector programs like CorelDRAW to teach you ANYTHING about Photoshop). After becoming familiar with the concepts and basic commands you can decide if you SHOULD buy Adobe Photoshop. Not everyone actually NEEDS the advanced features and capabilities of Photoshop. Not everyone is willing to invest the amount of time that it takes to learn such a program, either. However, for those of that are willing to learn, this is the ultimate graphics manipulation program in existence.

Everyone just wants to be happy. That's why people go on diets, spend too much money for clothes, or suck up to popular people - because they think it will make them happy! Happiness can be a "comfortable-good" or an "excited-good" or a "chilled-out-good" because it has many flavours and faces, depending on whom you are with, or what you are doing. However, if you get to know all different people, you will see what makes the happiest people happy.

Steps

Change your thought process. If you catch yourself thinking that things aren't going to work out, then think again. Remember that most things work out better than you fear - so imagine that your fears are ungrounded and that success is ahead. Rather than thinking of the problems and getting desperate, imagine the best outcome and then work out what you need to do to make that happen. Follow your "inner guidance system." If the thoughts you are thinking are not giving you a good feeling, then think about something else that will make you feel good in that moment. Monitor your thoughts consistently throughout the day. Sometimes this may not be as easy as you think if you are stuck in a "negative" train of thought and your brain chemicals are getting fired up and forming an "anxiety or anger" pathway. Anxiety, fear and anger patterns can be interrupted by focusing on doing a math problem, counting backwards, counting in odd numbers, doing a sudoku puzzle, etc. - this will dissipate the rush of chemicals that are making you feel bad. Immediately then go back to picturing scenes/remembering things/imagining, planning stuff that makes you feel GOOD.
See the world for what it really is. You have friends and family that love you. Learn How to be thankful. Think of all the things you have to be happy about. Relax, calm down, take things slower. No one has everything, and everyone has something of sorrow intermingled with gladness of life. The trick is to make the laughter outweigh the tears. We cannot change the past, but we can enjoy today, and look to the future. But if we are prepared to take credit for the past and accept that everything that happened in our life, good and bad, has made us the person we are - the battle is half won.
Lighten up. Don't take yourself too seriously. Stress can cause many mental, physical, and spiritual problems in your life. One of the major causes of stress is worrying about things that are out of your control. Learn to recognize these things and if you can truly do nothing about them, then just let them go. Take time to laugh at yourself and the situations you find yourself in. Laughter is a powerful, positive medicine and the calmer and more peaceful you can take things, the happier your life will be.
Be yourself. You can't please everybody. Don't let criticism worry you. Don’t compare yourself to other people – at work or in your personal life. In the first place, no one knows what other people are going through. More importantly, when you compare yourself to other people, you always tend to see yourself on the "short end". So this is never a good or helpful thing for you to do. One way to get in touch with yourself is through journaling. The goal is to open up completely to yourself and learn to be your best friend by knowing that the truth (to yourself) will set you free from fear! Practice self-acceptance no matter what. Never do something you're not comfortable with. You'll respect yourself for sticking to your guns, and that self-respect will make you happy.
Make a scheduled time every day for relaxation. This is a good time to go over any therapy that you’re working on. Having a "relaxation" time or a "quiet time" every day strengthens you, allows the stress and tension in your life to evaporate, and keeps you more on a positive, even keel.
Get a job you love. If you have a job you hate or dislike, seriously consider changing your job, or even changing careers. Having a job that makes you look forward to your day when you wake up in the morning is critical to a happy, fulfilled life. Making special time to enjoy interests, hobbies, and family, not only makes life happier, but helps us be more productive on the job.
Develop a strong relationship with your family. That includes trust. If you are in an abusive family, you must find a way to stop the abuse that may include separation. If you want a stronger relationship with your family, you're going to need to be honest with them. Tell your family about your life and don't insult them - it hurts them just as much as it hurts you to be insulted.
Choose the right companion. Get involved with activities that reflect who you are, and get to know people who like the things you do. Don't rule out the Internet as a place to find a significant other, just get to know them over the phone or through a few months of emails before agreeing to a meeting in person.
Choose your friends carefully. Nearly everyone needs someone who cares for them and treats them well. If you have friends who are treating you badly, then ditch them and find friends that do care about you. If you can't find any friends like that in your current circumstances, then look elsewhere. If you're feeling sad, there's nothing like going out with your friends to make you feel better. Surround yourself with friends who are positive, encouraging, and helpful. Eat a healthy, balanced diet and ensure that you get all the vital vitamins and minerals that your body requires for its optimal biochemical functioning. Supplement your diet with the appropriate vitamins and minerals. Get plenty of exercise. This will prompt the production of the "feel good" hormones that make you feel happy (endorphins). Plus, there are all the other obvious fitness and disease fighting benefits, too numerous to mention here.
Strive for long term goals vs. short term satisfaction. It is very easy to gain short term satisfaction, a quick high, a fast relief from your current problems. But it is what it is , a "short term" satisfaction, its effects die out very soon, leaving you again with this empty feeling. Set long term goals, set a goal which takes some time, some thought, some effort to achive. This will make you continually work towards improving yourself bit by bit and will give you the satisfaction of bringing a permanent change in your life. A permanent revolution.

Many people want to seem more sincere, or simply want to be able to express themselves. When it comes to happiness, "smiling with your eyes" is key, and it can be learned. Actors, public relationists, therapists, and many other people have learned to "smile with their eyes" (smile sincerely, believably, and deeply)

Steps

If you can, avoid smiling at things that don't make you happy or strike you as funny. This will save a lot of trouble in the long run.
Smile with the mouth. Actors practice this, and so can you. A phony grin or bared teeth won't win any favors. Develop a casual smile, and make sure you can pull it even when you are sad or bored.
When you smile naturally, your whole face moves. Fake smiles involve just the mouth, and people notice something wrong. The next time you are REALLY smiling, take note of the muscles in your cheeks, forehead, and temples. If you want to be able to consistently smile with all your face, you will have to identify and practice this, just as you did with the mouth alone.
Know that 90% of a sincere "smile with the eyes" is just getting the muscles of your face trained properly. However, there is one last step, the real "smiling with the eyes", and it can't be faked. When something really makes us happy, our eyes get brighter, taking on an excited shine or gleam. This is the exact opposite of "glassy eyes". In order to be able to do this on command, you will need to train your mind with practice, just as you trained your face. You have to learn to convince yourself that what you are smiling about is really something you like and are excited about. If you can't do this, you will have to practice quickly bringing to mind a memory or image that makes you happy. When you have to give your best smile (even if you don't feel happy), quickly think of this happy thougt and make the smile you practiced. Anyone watching will see a person smiling with their whole face.

Get a good night's sleep the night before...8-10 hours. You are probably groaning right now, but honestly there are no excuses for not going to bed at 9 ever night. No excuse. So you're busy, so what? The key is managing your time well and doing as much homework at possible at school. , no wonder you can't get to bed at night, you are doing homework because you didn't do it at school as you were too busy sleeping! Get to bed people, and you'll be good to go.
Eat energizing food and drink an energy drink. Eat plenty of protein and carbs to give yourself energy. Eat a bowl of cereal or a piece of toast. Eat fruit! Even eat a left over piece of pizza. Anything! If you need to, drink caffeine. You do, however, need to know your limit. Caffeine is bad for you, but it will help you stay awake. Drink tons and tons of water as well.
Keep yourself busy in that class. Take notes. Do homework. Stuff like that to keep yourself busy and alert.

How to Take Hand Held Pictures Indoors Without Flash

Taking pictures indoors without flash is always a challenge, but you can simplify the task by using only the ISO dial to set exposure. I'm going to assume you have a digital camera with the usual SPAM exposure modes. You can also use this technique with a film camera, but you'll have to change film.

Steps

Set your camera to "Aperture Priority" and open the lens aperture up wide. Why "A"? Because indoors hand-held your main enemy is camera shake, and to defeat it you'll need as much light as possible. Depth of field will have to take a back seat.
Compose your picture. Look at the shutter speed. The slowest shutter speed at which camera shake is not a factor is about 1/45 second (YMMV). If you're at or faster than that, take the pic.
If you're slower than 1/45, increase the ISO if possible. If you're faster, you may be able to reduce the ISO to get a less noisy picture.
You can now shoot using only the ISO dial to set the exposure. In a dark room, boost the ISO. In a lighter room, knock it down a bit. The aperture setting will always be locked at wide-open and the shutter speed will always be the best available for controlling shake.

Tips

You can take less-shaky pictures by: bracing your camera against a solid object; pressing the shutter button smoothly; spreading your feet out; tucking your elbows in; using an image-stabilized lens; drinking less coffee ;0}
Camera shake is also related to the focal length of the lens you're using. The longer the lens, the faster the shutter speed must be to avoid shake. Indoors, keep your lens short and move in closer.
Remember, shutter speeds which minimize shake may not stop motion. You can easily end up with a non-shaky picture with blurry subjects.
If you're shopping for a digital camera, buy one with a maximum ISO of 1600 or above. Cameras with a top ISO of 400 are nearly useless indoors without flash.
On a digital camera, use a tripod, turn off the flash and then use the timer.
Before you take the shot take a good deep breath and hold it. Relax, and wait a couple of seconds to allow your body to settle. This will reduce the amount of movement being caused by your breathing and involuntary muscle movement.
Get as close to your subject as possible, consistent with good composition. Camera shake is more noticeable the further away the object is from the camera.
On a film camera, you can do this by using a higher speed (ISO) film.

Warnings

Remember: the higher the ISO you use, the noisier the picture will be.

Fluorescent lighting will often cause some undesired shifting in colors. A location with multiple bulbs isn't as much of a problem, but a subject lit a single light fixture near by can cause some odd color shift.

How to Brighten up Backgrounds in Flash Pictures

Ever notice how most flash pictures have dark, gloomy backgrounds? That's because the camera sets a fast shutter speed to minimize blur and prevent ambient light from affecting the flash exposure. If you'd like to brighten up the background, most modern cameras will let you do it. Here's how.

Steps

Find the flash mode control on your camera and set it to SLOW. (If you don't have this mode, don't panic -- there's another method which we'll get to in a moment.) SLOW tells the camera to treat the scene as a non-flash picture as well as a flash picture, that is, to properly expose the background. Snap your picture and compare it to one using straight flash. Whatever background details there are should now be visible.
Want even more control? Set your flash back to "lightning bolt" and your camera to MANUAL. This has the same effect as SLOW flash, but you can now adjust the brightness of the background by changing the shutter speed. Remember, don't go any faster than your camera's flash synch speed, or your picture will not be fully illuminated.

Tips

This technique -- sometimes called dragging the shutter -- has tons of cool applications:
Use it at a party where everyone's dancing. Some partiers will be frozen in time, while others will be blurry from motion.
Shoot someone working at a computer. If you use 1/45 second or slower, you'll record what's on the computer screen, too.
Got a nice fireplace? Capture the stone mantelpiece and the bright, crackling fire as well.
Don't just use it indoors. Get cool effects when shooting anything moving quickly -- cars, bicycles, trains, joggers and pets. Try zooming in and out and panning while you shoot.

Depending on the shutter speed, you may get a blurry background. You may need to use a tripod, or increase the ISO of your camera/film.
